Macrium Reflect is free for non-commerical use, and reasonably inexpensive to purchase as a utility for desktop support in even a small company with limited budget. I've found imaging the original disk to a file, then writing it to the new drive is actually faster than going disk-to-disk. Like others, it can deal with differences in drive and partition sizes, and you can put the image onto a 3rd disk.

Personally, I prefer Macrium because it is EXCEPTIONALLY clear what your source and target drives are, down to the drive's serial number, and you can run it in a Window. I've used clonezilla , and while it's very capable (and free!), you have to pay close attention to specifying your source and target drives. If you don't want to boot to the OS use rawcopy, which can be found on HBCD.

Both tools roughly do the same thing, except from the OS itself.

If you're not comfortable with clonezilla I recommend macrium or easeus todo backup.
